If the XCom Configuration information is changed but not reflected
Function 0 message in SEMI is Transaction Abort message.
This means that the transaction is aborted because it is not able to process the sent primary message.
For example, if the current device is OFFLINE and the command is sent from the other party (S2F41 message),
the device will send a Function 0 message.
