reject Message
In the SEMI E37 HSMS specification, Reject.req is a message indicating the inability to respond to a separately specified specification without a response message, which implies some kind of rejection.
Reject reject.req when:
1) When an HSMS control message other than select is received while not selected
2) When an unknown control message is received
3) illegal P-Type When a message is received
4) When a data message is received with the not selected state
5) When an unpaired secondary message is received
